Linking a logo to a url in sharepoint
How do I add a URL(Link) to the static logo on SharePOint sites?

Top left logo on the site is controlled by your masterpage. Edit it in SharePoint designer and add the required HTML. If you mean the one that appears on a team site in the web part. Simply remove the web part and use a content editor web part instead.
